[Community] Upgrade to Shapely 1.5.5 if you've had trouble installing 1.5.3/4

Dear all,

Due to my awkward monkeying with the package MANIFEST and tunnel vision for
the binary wheels, recent sdists were messed up. 1.5.5 on PyPI now is back
in working order.
